BURRTEC WASTE INDUSTRIES TAX ROLL BILLING IMPLEMENTATION CHANGES
Background
On February 27, 2024, the Fontana City Council approved an amendment to the Burrtec Waste Industries contract
that introduces several important enhancements for our community. These improvements are designed to benefit
all residents and ensure efficient waste management services.
- The amendment will expand street sweeping services to cover a wider range of areas within our city limits,
including streets, medians, State Highways and medians, commercial zones, and the Metrolink Station Parking
lot and bus turnaround. This means cleaner and safer public spaces for everyone. - Burrtec will now be responsible for staffing qualified personnel to operate and maintain our Household
Hazardous Waste (HHW) facility located at 16454 Orange Way. This will help us manage hazardous waste
responsibly and ensure the safety of our environment. - The amendment allows Burrtec to streamline residential solid waste service charges by placing them directly on
the property tax roll. In return for this administrative shift, Burrtec will offset the associated cost savings from
switching to this method by reducing the monthly street sweeping service charges paid by the City. This
adjustment aims to streamline billing processes and deliver cost savings to residents and businesses by avoiding
a rate increase next year.

Moving Forward
Starting July 1, 2024, your annual property tax bills will now include the fees for trash and recycling services. This
change not only brings immediate cost savings but also promotes environmental responsibility for the future.
Here’s how this benefits our community:
- Stable Rates for Residents: Residential solid waste collection rates will be frozen for 12 months, with no increase
until July 1, 2025. On average, this will save each household $19.56 annually. - Stable Rates for Businesses: Commercial solid waste collection rates will also remain unchanged for 12 months,
with no increase until July 1, 2025. This means an average annual savings of $60.72 per container for
businesses. - Enhanced Street Sweeping: We’re implementing a new and improved Street Sweeping Program through Burrtec
Waste Industries. The savings from the tax roll adjustment will help offset a portion of the monthly service costs. - Environmental Responsibility: By shifting to annual property tax billing, we’re reducing the need for quarterly
mailings, which saves paper and energy, contributing positively to our environment.

- If you are signed up for automatic or recurring payments through your bank, please contact your bank to
discontinue the payment as of July 1, 2024. - No action is required for automatic or recurring payments signed up through Burrtec Waste Industries.
FREQUENTLY ASKED QUESTIONS
When will this change take effect?
The first property tax bill that will include trash and recycling services will be on the Fiscal 2024-2025 San Bernardino County Property Tax Bill, which covers services from July 2024 through June 2025. The last quarterly bill from Burrtec is for April through June 2024 services.
How will customers know of future rate changes?
Notices of proposed service rate adjustments will be mailed to property owners. All rate changes will continue to require City Council approval.
What happens if I change my trash or recycling service throughout the year?
After July 2024, customers who subscribe to additional services during the year will receive a bill for additional services directly from Burrtec. The complete service level charges will be included in the following year’s property tax bill.
Do I need to discontinue automatic or recurring payments?
No action is required for automatic or recurring payments signed up through Burrtec. If you signed up for automatic or recurring payments with your bank, you will need to ask your bank to discontinue the payment.
I have property taxes paid through an escrow account with my lender. How will trash and recycling service billing work in this case?
If the property tax bill is paid by your lender, you will pay for your trash and recycling services through the same process, similar to how you pay for other fees and assessments that appear on the property tax bill.
Do I qualify for a senior discount?
Owners who are 60 years or older, head of household, and owner-occupied can apply for a discount on their bill. Contact customer service and forward a copy of your driver’s license or California Identification Card to receive your Senior Discount.
